Plea technicality

Wait.... What about plea (which is extremely important)? The signing of some "consent decree's" automatically pleas one guilty. ie - a "stalkign order agreement"

No, "guilty plea" is relevant in criminal cases, not civil ones where "consent decree" is relevant. Technicality? Yes. Yes, consent decrees are used in many US Federal cases, and many are in effect at any one moment, some of them concerning police departments.
